What We Do
OUR HISTORY OF ENDING HUMAN TRAFFICKING.
The Florida Alliance to End Human Trafficking was created by the Florida Legislature in 2019 (HB 851) and was approved by the Governor on June 26, 2019. The legislation was sponsored by Senator Lauren Book and Representative Heather Fitzenhagen.
The legislation addressed human trafficking through a wide range of policies. It required the Department of Legal Affairs to establish a direct support organization (DSO) to support the Statewide Council on Human Trafficking. The DSO board of directors must be thirteen members, including:
- Two members appointed by the executive director of FDLE, both of whom must have experience and knowledge in the area of human trafficking.
- Three members appointed by the Attorney General
- One of whom must be a human trafficking survivor.
- One of whom must be a mental health expert.
- Four members appointed by the President of the Senate.
- Four members appointed by the Speaker of the House of Representatives.
The 15-member Council is chaired by Attorney General Ashley Moody and includes law enforcement officers, prosecutors, legislators, as well as experts in the fields of health, education and social services. The Council was created through legislation passed and signed into law in 2014.
The Statewide Council on Human Trafficking was created to support human trafficking victims by enhancing care options available.
- Develop recommendations for comprehensive programs and services including recommendations for certification of safe houses & safe foster homes.
- Make recommendations for apprehending and prosecuting traffickers and enhancing coordination of responses.
- Hold an annual statewide policy summit with an institution of higher learning.
- Work with the Department of Children and Families to create and maintain an inventory of human trafficking programs and services in our state.
- Develop overall policy recommendations.
